When a child goes in search of birth control they are "encouraged" to use safe sex practices. They are given contaception wich "encourages and contributes" to their ability to proceed with that act. The minor is told their parents do not have to be notified which is the same as telling the child they've got the green light to go.

In effect they are being told how to commit an illegal act, being given tools to use during that act, and instructed by the state as to how they should proceed, which would be contributing to the delinquency of a minor if anyone besides the state were doing it.

As to why Planned Parenthood is the primary target, it's because that's who the complaints I heard were against. These girls are learning from their peers that it's the place to go.
