why is it necessary to spend $35,000 to pave the drive at the compost? couldn't the city find a better use for that money

it's not to pave the drive,it's for under the drop off and take compost piles due to water runoff problems flower

crushed rock would work just as well and be cheaper. not limestone rock, gravel
