Easy proof would be to first shut off everythinh in your house, but leave it plugged in. Go outside and look at your electric meter. Next, un-plug everything is your house and go look again.

Certain things yes, certain things no. An ordinary device like an electric fan should only use power if turned on, but anything with a timer, charger, or sensor like a VCR, electric heaters, computer devices, stereos, or timer set coffee pot will use power while idle.
