The New York Times reports today that shortly after 9/11, the White House met several times with “a delegation of high-level media executives, including the heads of every major studio,” in order to discuss how “the entertainment industry could play a part in improving the image of the United States overseas.” Karl Rove attended at least one of the meetings. One of the participants in the meetings, former RIAA chairwoman Hilary Rosen says Rove “put pressure” on them to “produce propaganda”:

Government has been using the entertainment business to "educate" us for many years.
During WWII the cartoons and movies portrayed the enemy in a way that made them evil. This portrayal was then used against Russia during the cold war.
In the sixties the government wanted us to use safe practices. Watch an old Andy Griffith Show and you will see people enter cars from the passenger side and slide across to the drivers seat.
Move ahead to the Carter administration and the energy crisis. Everybody on TV had to wear sweaters because that would reduce our dependence on foreign oil.
For many years tobacco and alcohol were not used by mainstream characters. The vices were limited to the bad guys.
Another example would be seat belt usage.

Any person who is shocked by the governments' use of propaganda is living with their head in the sand.
