Is there a Linux users group in Hays?

Generally called a LUG. If you use Linux operating systems you would know what I'm talking about.

I figure with the university there and all there might be a LUG in Hays.

Is there a local LUG?

Not that I know of, but there certainly may be. I think the wireless router I bought for my family is Linux based, but I'm not sure. Sometimes Cisco can be pain in the ass with their revisions from model to model with Linksys routers. I think Linux is a Unix base OS. Best I can do for you, Indy.
